The Victorian Parliament has passed legislation to introduce a Model Councillor Code of Conduct for all 79 councils across the state.
It requires annual professional development training for councillors, and mayoral training for mayors and deputy mayors.
Victorians are encouraged to have their say on the content for the new code of conduct and mandatory training.
