Fifteenth Street is closer to having a new retail hub.
The Victorian Civil and Administrative Tribunal has given the nod for the permit with conditions after locals took the matter to the planning tribunal.
Mildura Rural City Council passed the planning application last December but with nearly 50 conditions placed on it.
