Concerns up to 140-Victorian species could be at risk in the Murray Darling Basin if water is not returned to the system.
An Environment Victoria report says opposition to federal water buybacks has been a big roadblock to delivering water to wetlands and rivers in the basin.
Experts say many species including the Murray Cod could be at risk because of lower water flows.
